Another Step Towards Zero Carbon

Following on from the raft of changes to the Building Regulations in 2013, the latest revisions to Part L relating to Conservation of Fuel and Power came into force on 6th April 2014. The changes are being described as evolution rather than revolution, however, the already onerous requirements for energy performance have been tightened once again. All applications submitted prior to the 6th April 2014 fall within the transitional period and have been assessed on the 2013 standards subject to work commencing on site before 6th April 2015, enabling a period of grace, however, new submissions are now being assessed based on the latest revisions and we have been quick to understand and implement the changes. The principles of Approved Documents L1A and L2A have changed little with the five criteria compliance process remaining, however, improvements in energy efficiency of buildings is required through an overall reduction in carbon emissions of 6% to new dwellings( L1A) and 11% to new commercial buildings (L2A). In order to comply with the revised documents a number of factors will need to be considered;

  • Reduction in specific fan power – impact on plant sizing and selection;
  • Improvements in lighting efficiency by 9% – increased utilisation of modern lamp sources such as LED lighting and improved lighting controls increasing costs;
  • Improvements to u-values, boiler efficiency, air tightness and ventilation controls – increased cost and build quality;
  • More emphasis on as-built detail to ensure quality.
